He attended Kennesaw State College (KSC) and graduated from Georgia State University in 1995 with a degree in early childhood education. Neubecker was a gay rights activist in Atlanta and Cobb County, Georgia in the 1980s and 1990s. He continued his activism, particularly in advocating for marriage equality, after moving to Chicago in 1998.
