After Betty Siegel became president, she appointed Silver in the early 1980s to the position of Coordinator of Minority Affairs. He was Kennesaw’s first African American professor to be tenured. In 1984 he moved to the Board of Regents as assistant vice chancellor for academic affairs. In 1997 the chancellor asked him to go to Savannah State University as vice president for academic affairs. In 2006 he became vice president of the Commission on Colleges of the Southern Association of Colleges and Schools. From there he moved to Clark Atlanta University in 2009 as provost. In 2012 he served briefly as president of Alabama State University, where he brought to light alleged instances of nepotism, conflict of interest, and financial impropriety involving the board of trustees. The results of a forensic audit, ordered by the governor of Alabama, led to the resignation of the board chairman and termination of the vice-chair.
